Create an account

An account is a person. An organisation is what holds a number, its messages and its team — you create one after signing in, and you can belong to several.

Verification is separate and is not automatic: §16 makes it something an operator records about an organisation, and nothing here sets it. A new organisation is unverified until that happens.
